In true Biden style, the Vice President lets rip (verbally, that is) at a custard store owner who criticized his Government's tax plans, offering that if he lowered taxes they'd 'call it even' with regard to the cost of Biden's recently purchased food.
In response, Biden told the custard man to stop being such a 'smartass'.
